CRHA’s Executive Director serves as the agency’s chief executive officer to provide public and inner-agency leadership, strategic direction, and compassionate action toward achieving CRHA’s mission. The Executive Director has top-line responsibility for all CRHA operations, programs and staff. The Executive Director reports to, supports and takes direction from the 7-member CRHA Board of Commissioners, which is appointed by the City of Charlottesville City Council and includes two public housing residents. CRHA is a transformative organization striving for a “Residents First” philosophy.

The Charlottesville Redevelopment and Housing Authority has been working with amazing partners to begin redevelopment of our public housing sites. The first two projects will start construction in late spring 2020. This is an essential time to keep the momentum going for thoughtful, resident-led redevelopment, while planning for the long-term sustainability of CRHA, and the upcoming transition to managing LIHTC units. CRHA promises a one to one replacement of all public housing units (per the Residents’ Bill of Rights for Redevelopment) while offering improved services and programming for residents (not just improving the physical housing units) and expanding the stock of affordable housing for very low-income people in our community. The Executive Director will be responsible for a team approach to implement CRHA’s future redevelopment planning, building upon the successful resident-led processes for Crescent Halls and South First Street.

The salary range for this position is $105,000 to $130,000 annually. This position also includes: Medical, dental and vision coverage (100% premium payment for employee and generous percentage for dependents); Health Savings and Flex Spending Account options; Retirement and life insurance through the Virginia Retirement System; Employee Assistance Program (EAP); Other employee paid benefit options (supplemental accident policy, fitness); Vacation and sick leave accrual upon employment. Use of sick leave as it accrues, use of vacation after 6 months;12 Paid Holidays per year.

Essential Responsibilities and Duties

Operations:

  • Develop and implement strategies to accomplish the goals, priorities and policies set by the CRHA Board of Commissioners with a focus on improving resident quality of life.
  • Work with CRHA Board of Commissioners to create, review, and/or update CRHA policies.
  • Develop, update, and maintain operational procedures and guidelines to CRHA policies.
  • Lead the agency’s staff to achieve excellence in delivery of services and management of local, state and federal programs including HUD regulations and guidelines. This includes administering the public housing program and the housing choice voucher program, among others.
  • Regularly monitor and ensure thorough compliance of CRHA’s obligations to HUD statutes, regulations, mission, objectives, policies and procedures.
  • Follow fair hiring practices, including a commitment to Section 3, to recruit and provide due consideration for qualified individuals relative to employment and contracting opportunities.
  • Oversee hiring, management, motivation, and performance evaluation of CRHA staff.
  • Establish and/or maintain a professional culture of quality service provision, responsibility, teamwork and caring amongst CRHA staff.
  • Lead the Annual Plan development process, ensuring appropriate levels of community engagement and review by relevant stake holders.
  • Form effective and positive relationships with local, state and federal stakeholders, residents and other agency partners to develop innovative ways to deliver resident services.
  • Oversee all property management operations, including preparing for HUD property inspections, resident requested repairs, preventative maintenance work, and long-term capital planning projects – including any related procurement processes.
  • Monitor and maintain acceptable occupancy/vacancy levels and administration of eligibility assessments.
  • Keep the Board of Commissioners apprised of agency programs and initiative performance by analyzing budget and financial statements and making regular reports concerning program performance, fiscal and other matters of importance to the Board.

Finance

  • Develop and implement long- and short-range strategic, staffing and financial plans to guarantee that agency programs and activities support CRHA’s mission and are operated in accordance with applicable laws, regulations, policies and procedures.
  • Lead annual budgeting process, working closely with CRHA board members, staff and residents to establish priorities while creating a balanced budget.
  • Prepare and submit all annual budget and capital budget documents and supporting information required to HUD.
  • Manage agency financial plans and budget.
  • Regularly update CRHA Board and others on CRHA’s financial position.
  • Explore, identify and seek to obtain additional sources of revenue for the agency.

Redevelopment

  • Strategically lead the organization forward with sustainable, resident-led redevelopment and revitalization of public housing neighborhoods.
  • Oversee any CHRA development projects including providing direction, administrative support and expertise to any development effort.
  • Work with the Director of the Charlottesville Community Development Corporation (CCDC) and the selected redevelopment team(s) to lead redevelopment efforts.

Resident and Community Partnerships

  • Represent the organization internally and externally to public and private entities as appropriate.
  • Regularly visit and walk in CRHA’s communities to build positive relationships with residents and staff.
  • Attend and participate in meetings and other community events.
  • Engage residents, staff and the broader Charlottesville community to build a culture of self-sufficiency within the CRHA neighborhoods.
  • Create and effectively implement resident self-sufficiency initiatives.
  • Develop a trusting relationship with the Public Housing Association of Residents (PHAR) and work with the organization to include residents in all aspects of Authority planning and program delivery.
  • Form effective and positive relationships with local, state and federal stakeholders, residents and other agency partners to develop innovative ways to deliver resident services.
  • Collaborate with City of Charlottesville leadership to explore opportunities for innovation, partnership, and efficient delivery of programs and services to citizens.
  • Work with the City of Charlottesville on its goals to manage low-income housing, create additional affordable housing opportunities and accommodate homeless individuals.
  • Work with the City of Charlottesville to meet its affordable and workforce housing needs, with a focus on creating mixed income neighborhoods through mixed financing opportunities.
  • Represent CRHA and its interests by attending reasonable meetings of public officials, City staff, and housing industry.
  • Participate in City of Charlottesville and regional committees, teams and initiatives as necessary.

Required:

  • A Bachelor’s Degree or higher, preferably in a field related to community development such as public administration, business administration, urban planning or human service.
  • At least 5 years of experience in one or more of the following:
    • Administration of low-income/affordable housing programs
    • High-level program administration
    • Operational management
    • Property management
    • Finance
    • Project Development
    • Project Management
    • Strategic planning and implementation
    • Building relationships with low-income community members and communities
    • Demonstrated experience managing staff in a supervisory capacity is also required.

Preferred:

  • Experience working with HUD, especially with HUD public housing and voucher programs.
  • Experience working with a Board of Directors/Commissioners.
