The Workforce Development Program Manager performs complex professional and administrative work in the planning and management of the City’s workforce development efforts. Provides strategic direction and program management of initiatives. Does related work as required. Work is performed under the general supervision of the Director of Economic Development.

The salary amount will be between $59,476.90 and $84,933.02 annually. Starting offer is based on applicable education, experience, and internal equity. This is a full-time, exempt, position. Job Duties

  • Oversees, develops, coordinates, and evaluates multiple workforce development programs.
  • Responsible for the operation, service delivery, and programming of the Downtown Job Center. Supervises, directs, and evaluates staff.
  • Works closely with the business community to develop employer-driven workforce programs.
  • Researches and forecasts workforce trends and job seeker needs in the community.
  • Works closely with internal and external partners to ensure a seamless service delivery.
  • Represents the department and its programs in the community. Develops and maintains external relationships with key community partners and represents the city on appropriate boards and committees.
  • Responsible for planning and executing a variety of annual community events, job fairs, training programs, etc.
  • Assists in preparation of the annual budget and oversees expenditures for programs; analyzes and recommends actions on funding issues; prepares and submits annual plans and grant and/or budget requests for programs.
  • Designs and implements methods and procedures to collect and analyze statistical data on programs, prepares reports, and identifies and seeks grant funding opportunities.
  • Works closely with the business community to develop and deliver relevant workforce programming to support a diverse and vibrant economy.
  • Designs and implements marketing material and social content necessary to ensure programs and initiatives are shared effectively with the community.
  • Manages downtown job center staff, other related program staff, and seasonal departmental intern(s).
  • Supports the City and department in strategic planning efforts.
  • Performs other related duties as assigned.

Minimum Requirements:

  • Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university. (If no bachelor’s degree, minimally two years of undergraduate coursework with four years of highly related experience may be considered equivalent.)
  • A minimum of five years of experience in the administration of workforce and economic development programs.

Preferred Qualifications:

  • Master’s degree in public administration, urban planning, business, or a related field is preferred.
