Description

The Systems Performance Analyst position applies the principles and practices of data analysis to document system-wide performance and effectiveness of services and programs, conduct research and develop initiatives, departmental administration, and continuous quality improvement. This position assigns, directs and coordinates groups of employees and stakeholders to achieve plans of action, provides recommendations to the executive staff, as well as maintain compliance with goals, policies, and standards.

Work is under the regular supervision of a Deputy Fire Chief who directs and coordinates the activities of an administrative division. Supervision is exercised over subordinate personnel as assigned.

Job Duties

  • Conducts and manages extensive research initiatives; prepares statistical data, complex reports and correspondence; provides requested data for grant proposals, requests for proposals, contracts, Memoranda of Understanding, and other documents often technical in nature;
  • Extracts data from fire department computer software programs; analyzes current reporting and records processes and provides detailed and summary reports; assists in determining strengths and weaknesses in system operations and makes recommendations to the System Chief;
  • Maintain current knowledge of trends and developments in performance measurement through independent research, continuing education and professional affiliations. Research and develop recommendations to revise existing key performance measures for department services and programs utilizing industry standards, national recommendations and best practices;
  • Research and implement “dashboard” style programs to present real-time data for decision and policy makers at all levels;
  • Research and develop recommendations on software, databases, practices and policies to ensure the capture of key data and information;
  • Provides advice on the appropriate use and access of computer programs; interprets detailed data and develops accurate, meaningful, and reliable reports in a timely manner; trains and supervises assigned employees on project-related data procedures and guidelines;
  • Participates in establishing and maintaining department-wide goals and objectives;
  • In collaboration with other administrative staff, manage regular publication of reports and documents illustrating performance to adopted measures and other statistics;
  • Provide analytical support to the Chief, Executive Staff, Medical Director, Public Information Officer, and other system leaders as needed;
  • Present data using charts, graphs, tables; design and develop relational databases for capturing and reporting information;
  • Administers assigned projects, programs, and coordinates work flow to meet requirements for timely completion with a minimal degree of supervision;
  • Reviews a wide variety of complex and technical issues concerning fire and rescue policies, programs, standards, and process;
  • Assembles data for use in budget construction; participates in the preparation of the Department budget through supporting statistical documents;
  • Prepares and distributes weekly and monthly reports, information on serious community risk
    and trend analyses to Department units as appropriate;
  • Utilizes Geographic Information Systems (GIS) to produce computer-generated maps displaying risk activity throughout the City of Charlottesville;
  • Assess the impact of changes and amendments (prospectively and retrospectively) to current policy, procedure and measurement standards;
  • Represents the department on various internal and external committees, work groups, and boards, and maintains a harmonious relationship with other County, State and Federal agencies;
  • Manages and administers the department’s records management systems, ensuring department compliance with state and federal fire incident reporting requirements;
  • Other duties, as assigned.

Skills Required

Minimum Qualifications:

  • Any combination of education and experience equivalent to a Bachelor’s Degree from an accredited four-year college or university in Public Administration, Business Management, Computer Science, Geographic Information Systems or related field.
  • Must have extensive experience performing complex planning and research projects, excellent communications skills (verbal & written), a strict attention to detail, and advanced computer skills particularly in MS Excel, MS Access, Crystal Reports, and SQL reporting services.

Preferred Qualifications:

  • A Master’s Degree is preferred.
  • At least 2 years of experience with public safety or community risk analysis is preferred.
  • Experience with National Fire Incident Reporting System Program Manager and ESRI arcGIS Desktop Associate is preferred.

Skills:

  • Ability to interpret and apply oral and/or written material and instructions;
  • Prepare clear, concise, and comprehensive written reports;
  • Prepare graphs, tables, and statistical charts;
  • Gather, assemble, analyze and evaluate facts and evidence and draw logical conclusions and make proper recommendations;
  • Utilize hardware and software to retrieve data from internal and external sources, download data into appropriate software, and develop documents as requested;
  • Conduct complex research;
  • Work independently in the absence of specific instructions;
  • Attend and successfully complete relevant training courses;
  • Communicate clearly and concisely, both orally and in writing;
  • Represent the department and City in meetings with other agencies;
  • Establish and maintain cooperative working relationships with public officials, departmental employees, and the general public.
