Job Duties

General Statement of Duties:

Responsible for oversight of CRHA real estate assets, maintenance and property management programs, the principal work of this position is to ensure CRHA communities are managed professionally with the goal of ensuring a sustainable and thriving real estate portfolio capable of accomplishing CRHA’s mission and goals while meeting the long-term needs of tenants and the community.

The Asset Manager serves as a member of the Senior Management Team, working closely with the Executive Director and other staff members. Reporting directly to the Executive Director, the Asset Manager is someone who can supervise, coach, and motivate others.  They are able to understand and communicate organizational goals and develop creative approaches to meet those goals. The Asset Manager will work closely with the Resident Services Coordinator and other staff to provide exceptional care and support to those we serve.  Most importantly the Asset Manager is a person of integrity, accountability, has an eye for technical details and heart for working with residents.

The CRHA Asset manager will:

  1. Build relationships with our residents through community involvement and continuous presence on our sites.
  2. Help identify the key needs of our residents and community, and work to address those needs through agency resources and partnerships.
  3. Work with CRHA staff to oversee property improvement and resiliency functions, and help guide agency support personnel in the improvement of our physical assets.
  4. Serve as the face of CRHA in the community, demonstrating our respect and caring for those we serve.

 

Primary Focus:

The role of the Asset Manager is critical to the success of CRHA in its mission to serve the residents of our communities and neighborhoods.  The primary duties of the Asset Manager are:

1.Relationship Builder.  The AM will develop strong one-on-one individual relationships with residents as well as partnerships with community-wide organizations (resident associations; faith communities; service providing organizations; etc.)  This focus area requires a collaborative community engagement approach that seeks to build on the strengths of the community as CRHA works with residents to improve and better serve the community in the future.  This focus area requires the development and consistent implementation of community communication and engagement strategies. Specific duties in this area include (but are not limited to):

  • Build relationships with individual residents, identifying the gifts and talents they bring to their community and the self-interests that inspire and motivate them to become involved in the community and in public life.
  • Develop relationships with community organizations and other institutions that also serve CRHA residents. Perform outreach functions to increase the visibility of CRHA in the community, to generate support for CRHA and resident issues.
  • Attend at community meetings sponsored both by CRHA as well as other community organizations
  • Collaboratively develop and implement time specific plans to resolve identified community safety and other issues.
  • Help coordinate neighborhood improvement projects and volunteer service efforts.
  • Assist with the creation and distribution of communications on CRHA activities and issues including website and newsletters
  • Act as a liaison with other CRHA to encourage resident participation in programs and promote lease compliance.
  • Documented work with residents to increase understanding of Housing Authority policies and resolve issues.
  • Interact with colleagues, residents, and Agency contacts in a professional, tactful and courteous manner, ensuring excellent customer service is delivered.
  • Build knowledge of appropriate community services and resources to make appropriate referrals for residents
  • Conduct lease briefings and new resident orientation sessions for CRHA housing residents and applicants.

2. Property Manager. This focus area encompasses traditional property management functions and is critical to the success of the AM. Specific duties in this area include (but are not limited to):

  • develop and implement all asset planning (including maintenance, occupancy and replacement);
  • Manage and monitor all site inspection activities; including bi-annual housekeeping inspections, yearly REAC inspections, and other inspections.
  • Conduct daily site visits to assess maintenance needs to insure they are physically maintained and without safety issues at all times.
  • In collaboration with CRHA staff and contractors, direct operations and associated staff in the maintenance of physical assets (buildings/properties) as well as in the support of resident needs;
  • Coordinate public safety and public service activities and operations.
  • In conjunction with Management staff, coordinate maintenance activities on property.
  • Work to ensure smooth turn-over of units, when necessary.
  • Close coordination with other CRHA departments to achieve a 98% or better occupancy rate.
  • Monitors the performance of public housing staff and reviews a variety of measures of program performance.
  • Coordinates maintenance and property management services with other housing activities.
  • Ensures staff compliance with all pertinent agency policies and regulations.
  • Timely and thorough review of work orders.
  • Thorough documentation and communication with residents regarding billable work.
  • Ensure all Fair Housing laws and regulations are followed.

3.Administrator. This focus area addresses the administrative and fiscal management aspects of Asset Management. Specific duties in this area include (but are not limited to):

  • Work with other departments to ensure timely yearly re-eligibility assessments are maintained.
  • Assist in the development, implementation and management of property management and capital budgets;
  • Develop and coordinate bids and RFPs;
  • Develop and submit reports to the Executive Director, Board of Commissioners and HUD.
  • Process legal actions as may be required.
  • Accurate, timely record keeping
  • Timely and thorough response to internal and external communications.
  • Timeliness in addressing lease violations, follow through until resolution.

Skills Required

Minimum Requirements:

  • Bachelor’s Degree and three years experience in the administration of assisted housing. Or High School Diploma/GED plus extensive demonstrated experience working with assisted housing programs.
  • Experience and/or degree in a social work or human services related field
  • Demonstrated ability to analyze, plan, supervise, and administer a full rage of responsibilities related to the completion of tasks related to job duties
  • Ability to communicate effectively verbally and in writing
  • Ability to motivate others toward a common goal
  • Ability to analyze complex situations and problems and arrive at creative solutions
  • Ability to establish and maintain effective working relationships
  • Possession of a valid driver’s license issued by the Commonwealth of Virginia and a good driving record. Ability to pass a background, license and drug screening.
