Position Summary:

The Program Officer is responsible for reviewing and monitoring grant proposals as well as monitoring grants. In addition, the Program Officer will engage in program development, grant process development and review, community events and issues exploration, publications and community and grantee relations.

Education and Experience Requirements:

  • Bachelors degree, required
  • Master of Public Health, highly desirable
  • 5+ years of demonstrated non-profit, philanthropic experience, required
  • Strong knowledge and understanding of non-profits, philanthropy and healthcare, required
  • Experience with donor and grant making software (i.e. Raiser’s Edge and Foundant), required

Primary Job Responsibilities:

Grantmaking/Grant Management – With guidance from the board and senior management, coordinates grants processes develops and participates in grantee communications; reviews grant applications and assists with recommendations to Grants Committee and the Board of Directors; monitors grants.

  • Works with applicants to clarify parameters/procedures and provides technical assistance those submitting proposals.
  • Produces grant agreements, progress reports, payment requests and documentation of communications with grantees/potential grantees.
  • As appropriate, presents to department staff meetings and to board/grants committees.
  • Assembles grant packets for review by grants committee. Reports and shares information with grants committee. Participates in committees/work teams to support the organization.

Community Engagement – Serves as Foundation liaison on community boards and committees.

  • Participates in business/chamber activities and/or civic organizations to learn more about community efforts and to share Foundation information.
  • Cultivates and develops diverse, authentic, respectful, trusting relationships with community residents and key stakeholders. Works to facilitate emergence of the voice of community members. Understands power dynamics and community decision making.
  • Identifies, develops and brokers partnerships among community organizations and stakeholders to facilitate and encourage collaborations and cooperative responses to community needs.
  • Organizes, manages and facilitates collaborative projects including issues-based focus groups, working groups and collaboratives designed to address specific issues.

Capacity Building – Serves as an advisor for continuous learning for broader and extended impact.

  • Identifies modes of grantee support beyond direct grant making.
  • Connects grantees to technical assistance, marketing and capacity building providers and partners.
  • Research/Impact Analysis – Conducts research to identify needs, service gaps, and/or areas of potential improvement in service delivery, capacity building, and other issues of importance to the Foundation.
  • Cultivates special knowledge of trends in philanthropy, and developments in fields related to Foundation priorities and devises and proposes action plans to address.
  • Assists in the evaluation of the Foundation’s impact and organizational assessment.
  • Organizes issues exploration sessions and facilitates exchange of information between Foundation and stakeholders, nonprofits, private partners and other foundations.

Internal Agency Engagement – Engages in activities that support the overall success of the Foundation.

  • Attends and actively participates in departmental meetings, activities and events. Reviews meeting minutes if unable to attend.
  • Assists the Director of Communications in developing grantee stories and announcements, and supports grantee communication and marketing.
  • Sits on regional committees and boards. Attends regional meetings, conferences of professional associations.
